PROJECT/PROGRAMME: Integrated MNH + Child Health + Nutrition Project

LOCATION: Port Loko

CONTRACT LENGTH: 4 Months with possibility of extension

GRADE: 4

CHILD SAFEGUARDING:

The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context, all posts are considered to be level 3.

As part of these responsibilities, the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position-related responsibilities identified in the Child Safeguarding Policy.

ROLE PURPOSE

Integrated MNH + Child Health + Nutrition Project is funded by The Church of Jesus Christ of Latter-day Saints Charity. This project seeks to reduce maternal, neonatal, and child mortality, stillbirths and morbidity in Sierra Leone by strengthening the capacity of district health management teams and health care providers.

This position will support the government's efforts in healthcare system strengthening especially with a focus on MNH + Child Health + Nutrition services at the district level. S/he will represent the project at district-level forums, meetings and consultations on policy and technical issues related to the project’s objectives. S/he will work closely with DHMT and health providers to utilize quality improvement tools to strengthen essential MNH + Child Health + Nutrition services. S/he will ensure the regular monitoring of indicators and coordinate with relevant stakeholders at the district and national levels.

Additionally, in the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Project Manager

Line Report: Field Manager

Staff directly reporting to this post: Project Officers

Project Dimension: Support in the Planning, community mobilization, collaboration, training and orientation, monitoring and evaluation, provision of technical support and reporting.

KEY RESPONSIBILITIES

  • Ensure timely planning and implementation of project activities at district level
  • Technically lead on Community Engagement at district level
  • Liaise with government officials at the District Health Management Team and health care facilities to ensure functional coordination & collaboration with stakeholders to create the enabling environment for project-led activities.
  • Coordinate closely with other projects and teams in the district to integrate and address the issues of RMNCAH
  • Represent the project at district levels meetings as needed
  • Support capacity building of the Health Facility Operation and Management Committee for quality improvement in RMNCAH services in Health Facilities.
  • Supervise relevant district-level staff when needed.
  • Plan, conduct, follow-up and monitor RMNCAH-related training programs and onsite review and coaching in the district.
  • Support the Project Manager in managing implementation, monitoring, and reporting of project activities in Sierra Leone, liaising with Sierra Leone-based and HQ staff as needed.
  • Support regular monitoring, evaluation and documentation/reporting of the project as outlined by the donor.
  • Coordinate timely submission of monthly and quarterly reports from technical team members
  • As requested by the Project Manager, liaise with global technical assistance providers from project partners to translate global evidence-based practice into capacity-building support for the government.
  • Provide support and Management for Local Partners at District Level
  • Manage teams of project Officers and QI Coordinators at District Level
  • Support the Project lead to ensure that the project fully meets all of SCI’s key performance indicators (KPIs).
  • Develop and submit weekly updates, monthly and quarterly Reports.
  • Work with the construction manager to monitor Rehabilitation at the District and facility level
  • Work with the District Pharmacist to properly store, distribute and monitor medical supplies at Facility and District Level
  • Manage district budget. (The post holder will have budget delegation authority at district level)
  • The post-holder will comply and advocate relevant compliance with all relevant Save the Children policies and procedures such as Child Safeguarding, Safety and Security, Code of Conduct, Anti-Fraud and Anti-Bribery, Gender Equality and others.

    QUALIFICATIONS AND EXPERIENCE

    Minimum of Diploma/Higher Diploma/ BSc in Community Health and Clinical studies, SRN, BSc Public Health, Community Health Officer, BSc Nursing

    Certificates in any Management related course is a plus

    EXPERIENCE AND SKILLS

    Essential
  • At least 1-2 years working with District Health Management Team
  • Strong experience in managing a project budget
  • At least 1-2 years working in a similar or higher Role
  • Knowledge of quality improvement approaches and tools
  • Strong skills in building a team, training, and on-the-job mentoring
  • Demonstrable experience working in a relatively similar position in an NGO setting.
  • Demonstrable experience of M&E and beneficiary accountability.
  • Excellent communication skills, both written and spoken, with good interpersonal skills and ability to communicate at all levels

    The ability to be flexible and make things work.


  • Familiar with national health registers and DHIS2
